The news about Senate President Tito Sotto filing a bill to renew the Abs-cbn franchise was viral in social media. Sotto explained that the level of the program broadcast by the stations is declining because they no longer have competition.
“I noticed TV stations have been replacing their news programs with Animes. It means competition is absent and mediocrity is creeping in because of the absence of a strong competitor like ABS-CBN,” said Sotto.
Here are the reactions of some supporters of President Rodrigo Roa Duterte to Sotto's move.
“Yung galawan ni Tito Sen, amoy na amoy na vested interest at hindi para sa taumbayan… Epalitiko to the max.” said Radio Host Mark Lopez.
“Sen. Tito Sotto filed a bill for the “renewal” of franchise of ABS CBN. At mukhang maraming nababagabag. May mga issue ito. Una. Pwede bang manggaling sa senado ang pag file ng franchise ng isang broadcast network? Sabi sa saligang batas dapat mauna ang Kongreso. Pero pwede mag file ng counterpart bill sa senado as long as WALANG ACTION BY THE BODY (meaning buong senado) until naipasa na yung bill sa Kongreso.
Pangalawa. Bakit renewal? Ibig ba sabihin may prankisa pa rin ang ABS, at pwede lang buhayin anytime? At ibig sabihin ba nito owedeng mauna ang Senado? Actually ang ibig sabihin lang ng “renewal” ay nabigyan na dati ng prankisa ang ABS CBN. Tapos na yung last grant nila, kaya sa ngayon wala silang franchise.
Kahit tawagin pa yang renewal, it is still considered a new franchise. Kaya pag tinignan ninyo yung mga bagong renew na franchise, tulad ng na grant sa Sarraga under RA 10974 nakalagay duon renewal of franchise sa title pero sa Sec. 8 nakalagay
Acceptance and Compliance. – Acceptance of this NEW franchise shall be given in writing to the Congress of the Philippines…through the Committee on Legislative Franchises of the House of Representatives and the Committee on Public Services of the Senate, within sixty (60) days from the effectivity of this Act. Upon giving such acceptance, the grantee shall exercise the privileges granted under this Act. Nonacceptance shall render the franchise void. So pwede ba mauna ang Senado dito? Hindi. In short, kung walang grant sa House, di yan mabibigay ng Senado, at di ito pwedeng mauna sa third reading sa plenaryo. Bottomline, dont worry about it. Tito Sen is just expressing his sentiments but without action from Congress, this will just be a bill like many that have died before it.” explained Atty. Trixie Cruz-Angeles.
