According to the congresswoman, the economy needs to grow again and to have competition in the mass media.
“Yes, I am refiling the bill seeking for the renewal for another 25 years of the ABS-CBN franchise. I filed it the last time and I continue to believe that it is the right thing to do. We need to start rebuilding our economy. Through this bill, we will creating jobs and help promote healthy competition among networks. Most importantly, di mapagkakaila ang far reach ng ABS-CBN in the regions during calamities. I am hoping that after I refile this bill, the committee on rules will immediately act on this counterpart measure of senate President Sotto’s bill so that it will hopefully be referred to the committee on legislative franchises the soonest. Umaasa ako na mabigyan ito ng pansin ng komite.” said Santos.
It will be recalled that in 2020, the congress rejected the franchise application of ABS-CBN. During the lower house hearings, various issues were raised involving the said station. Some of these are unfair labor practices, tax avoidance scheme, as well as the land title of the company's headquarters has also been investigated.

Prior to the congressional approval of the Kapamilya network's franchise application, President Rodrigo Roa Duterte thr3atened several times that he would block the station's franchise renewal.
Some of the President's reasons were not showing his campaign ads when he was running in the 2016 election. The President also did not like Abs-cbn's release of anti-DU30 ad by former r3bel and ex-senator Antonio Trillanes.
