
According to NDFP Consultant Rafael Baylosis, the government and the c0mmunists should stop the all-out wa*r and return to negotiations.
“The terr0r law is one of the biggest obstacles [to] the resumption of peace talks between the [government] and the CPP. This is also what halted peace talks under the Arroyo administration, when she prodded the US government to list both the CPP and [its founder] Jose Maria Sison as terr0rist[s] [in 2002]. This was undone by the Aquino administration. To be able to resume peace talks, [the] Duterte administration must undo its actions,” said Baylosis.

In addition to being designated as a terr0rist, bank accounts affiliated with the CPP-NpA are frozen by the Anti-Money Laundering Council (AMLC).
“Per ED (Executive Director) (Mel) Racela, the AMLC approved its freeze order against the CPP-NpA and other designated terr0rist groups last Dec. 23. The AMLC can already move in the premises at any time after due designation by the ATC,” said Justice Secretary Menardo Guevarra.
