The Presidential Spokesperson explained this after President Rodrigo Roa Duterte's order to pulv3rize the New People’s Army (NpA) with weapons.

That’s why I told the mil!tary and police that during encounters, if the en3my is holding a g*un, k!ll them. K!ll them right away. Ign0re human rights. That is my order.
