Para sa kaalaman ng lahat ng mga nagtatanong kung ano daw isasagot sa mga makaduterte na paulit-ulit na binabanggit ang "backchannel meetings with China", "16 secret trips to China", "Brady notes", etc., ito po ang sagot: I was officially designated as the backchannel negotiator by President Aquino in May 2012 at the height of the Panatag standoff, wherein about 80 to 100 Chinese vessels of various sizes were in and around the shoal.
Just to be clear, ang pagiging backchannel negotiator ay isang foreign policy tool ng isang bansa para malutas ang mga problemang hindi kayang malutas ng "front/formal/official channel" (DFA). HINDI PO ITO BAWAL. Maraming global crises ang nalutas thru backchannel negotiations gaya ng Cuban Missile Crisis nung 1960's.
Paglilinaw lang din sa iba na ang Panatag shoal is in the Zambales area, and is not part of the Kalayaan Island Group in Palawan. My mission, generally, was to deescalate the tension in the shoal. Specifically, it entailed the reduction of the number of Chinese ships in the area. The issue of sovereignty WAS NOT COVERED and WAS NEVER DISCUSSED. The negotiations lasted for about 3 months. At the end of which, we were able to reduce the number of Chinese ships in the area from 80-100 to just 3, all of which were positioned outside the shoal.
In short, I WAS ABLE TO ACCOMPLISH MY MISSION. Looking back, I can proudly say that this is probably THE BIGGEST ACHIEVEMENT in my career as a public servant. An invasion or an armed conflict with a regional power was averted through those backchannel talks. Eventually, the refusal of China to remove the remaining 3 ships forced the hand of PNoy to file the arbitration case, which we eventually won.
Ngayon, kung ano man ang ini-insinuate ng mga makaduterte na binenta ko raw ang Scarborough, maliwanag na fake news po yun. Kasi unang-una, wala naman sa isang senador ang titulo ng Scarborough Shoal, kaya papano ko ito mabebenta? Kung yung mga simpleng lupa dito sa Pilipinas, kailangan ng sangkatutak na dokumento, isang isla pa kaya! Kung totoo yan, kahit Deed of Sale o kahit anumang kasulatan sana ay may pinakita sila dyan.
Pangalawa, kung totoo yan, dapat sinabi na ng China na "samin na ang Scarborough dahil binenta na yan ni Trillanes." Kaso wala naman sinasabing ganyan ang China. In fact, ang sinasabi ng China ay may kasunduan sila ni duterte na hindi nya ilalaban ang ruling ng Arbitral Tribunal. Yun ang tunay na pagtataksil sa interest ng ating bayan.
Pangatlo, walang reclamation at base ang China sa Scarborough hanggang ngayon. Hindi ba dapat nagtayo na sila ng base dyan kung totoong binenta ko na sa kanila yun? Ngayon, kung hindi makapangisda ang mga Pinoy dun dahil daw sa naiwang 3 Chinese ships, bakit hindi utusan ni duterte ung Ph Navy o Coast Guard para alalayan ang mga mangingisda? Sino pumipigil kay duterte na gawin ito?
Finally, para lang maliwanag, the Ombudsman in 2017, DISMISSED THE CASE filed by a duterte ally, accus!ng me of selling the Scarborough to China. Papano naman hindi ididismiss ang kaso, eh ang ebidensya lang na prinesenta nila ay ang mga kasinungalingan nila Enrile at duterte. Nasa baba ang photo nung Ombudsman resolution na ito.
In short, naniwala sila sa sarili nilang fake news kaya ayun, CASE DISMISSED. Ano naman daw ang "Brady Notes" na binasa ni Enrile? Kung meron mang Brady notes maaaring ito po ang notes ni dating Ambassador Brady nung nag-exit briefing ako sa kanya about the backchannel negotiations nung bagong dating sya sa China at patapos naman na ang backchannel negotiations.
Para maliwanag, KAMI LANG ANG NAG-UUSAP AT WALA KAMING KAHARAP NA CHINESE during the briefing. Meron lang isang staff nya at isang staff ko. Si Amb. Brady ay hindi present sa kahit anumang meetings ko kasi nga August 2012 lang sya naitalaga.
Again, there is NOTHING IRREGULAR about this. Di ba kayo nagtataka kung bakit hindi binigay ni Enrile ang Brady notes sa media? Kasi kung meron man nito, lalabas dun na walang Chinese dun sa meeting namin na yun ni Amb. Brady, contrary to the lie peddled by Enrile that time. Bottomline, wag magpapaniwala agad sa mga kasinungalingan ng mga taong gaya nila Enrile at duterte.
Lastly, it's ironic na pro-duts ang nagreraise palagi ng isyung ito pero bulag sila sa sell-out moves ni duterte sa China, hindi lang sa WPS, pati na rin sa POGOs, vacc!nes, infra projects, etc.
