Nagpost sa kanyang Facebook Page ang singer at socmed blogger na si Richard Poon para hingin ang opinyon ng kanyang mga followers hinggil sa komento ni Matutis Rolando na tama si Pangulong Duterte na hilingin sa COA na ihinto muna ang pag-publish ng hindi kumpletong audit report.
Hindi mapigilan ni Matutis Rolando, isang Certified Internal Auditor ng Institute of Internal Auditors sa Florida USA, na ibahagi ang kanyang opinyon hinggil sa sentimiento ni Pangulong Duterte sa COA na ginagawang publiko ang mga hindi kumpletong audit reports.
Maaari mong panoorin ang video ng Inquirer sa ibaba na galit ang Pangulong Duterte sa COA dahil sa pag-release ng hindi kumpletong audit report.
In audit, the auditee has the right of reply and/or before issuing an audit report to the intended users, you have to discuss your audit observation first to the person subjected for audit. It is a mortal sin for auditors to issue a report without communicating the issue and/or getting the comments of the auditee. Mumurahin ka ng auditee mo kapag nag-issue ka ng findings na di mo naipapapaalam sa kanila. Hence, do not release a report to the public that is still at the draft level: some issues may me revised after the discussion.

If fair and lawful audit kailangan kumpleto documents at sa department pa lang, may resident auditor na dapat magsabi sa concern auditee regarding discrepancy at ireconcile in their level prior to submission to next level pero ang nangyari yata, draft audit pa lang, wala pang na submit ang auditee, inilabas na sa media, so there clearly another motive and unfortunately it's due to political reason at all. Elvis Go Co: That's true. The public has the right to know where taxpayers' money go. But COA should report the full findings and not half-baked findings. I began to wonder why COA seems to be too aggressive in their work during these administration, i smell something fishy. Is it not election is near and they should do some demolition job to discredit this administration? For those past administrations, COA is just like a sleeping hog.
