
In his pre-recorded Talk to the People, Duterte slammed the said mayor of a city and said he would not give him the power to give 'ayuda' to the people. He instructed the DILG to be the only one to distribute 'ayuda' to the said city which allegedly don't know how to properly organized distributions.
“Kayo na muna [ang mamigay] hanggang sa matuto sila, nakita naman ninyo na wala talagang kaalam alam itong mga Mayor na ito kaya tanggalan muna natin itong pamimigay ng pera at tulong ng gobyerno,” according to President Duterte.

Before the end of his speech, the President again slammed the said mayor, whom he did not name. “May isang siyudad dyan na hindi ko bibigyan ng power to distribute ng ayuda. Simply because in so many instances, they cannot organize, wala talaga everytime,” said the president. “It has happened several times and several times blam3d other people other than himself. Susmaryosep, hindi lang tayo pwedeng magsambit ng politiko dito. Kayong mga Pilipino, wag kayo magpaloko dyan sa mga padrama magsalita,” he added.
The President even called the said mayor a ‘callb0y’ and said that he should be together with OPM Artist Jim Paredes who was then facing controversy due to his private video that spread on social media.

“Nakita ko nga sa Facebook kanina lahat ng nakabik1ni ang g*g*, tapos may isa pang picture doon na sinisilip niya ‘yung ano niya. Yan ang gusto ninyo? Ang training parang callb0y naghuhub@d, nagpi-picture, naka bik1ni tapos ‘yung garter tinatangal niya. Dapat magsama sila ni Paredes. Tignan ninyo sa Facebook, andiyan ‘yung mga picture niya. Yan ang training ng Presidente,” the president continued.

It will be recalled that one of the mayors of Manila, Isko Moreno, is rumored to run for the highest position in the government.
Before entering politics, he became an actor and was exposed to ‘daring’ scenes. He also has some photos from his youth that are now spreading on social media for unknown reasons.
