
This issue was immediately answered by Anakalusugan Partylist Mike Defensor. According to the congressman, the move to revive the Kapamilya Network franchise is wrong. He said the station must first pay the P4 billion tax before giving them back the franchise.
“Kahit nagkaroon pa ng pagbabago ang ownership, dapat sagutin muna ang vi0lations na nakita ng mga committee. Ang Senado ay pwede lamang mag-propose amendments or concur sa mga sa bill na galing sa Kongreso,” said Defensor.

Defensor further stressed out that the bill for the ABS-CBN franchise should come from congress. “Dapat manggaling muna sa amin (sa House of Representatives)at doon nila (sa Senado) tingnan kung ano ‘yong kanilang gagawin. Kasi ang hirap nung sinabi na, o mayroon na kaming bill dito hintayin na lang namin ‘yong sa Kongreso. Hindi po ganoon eh,” explained the congressman.
Cong. Defensor was one of the pr0testers on ABS-CBN during the congress hearing on the station's franchise. During the said hearing, the issue arose about the company's unfair labor practices, tax avoidance scheme and more.
Due to the station's alleged violations, majority of the congressmen voted to dismiss the franchise application of the Kapamilya network.
